Phil Bongiorno

Phil is an accomplished association executive leader specializing in government relations management with an extensive public policy background. He has in-depth experience aligning resources with key priorities and anticipating organizational needs. In addition, he is a results-oriented executive with proven success in establishing and achieving strategic objectives and building collaborative relationships.
With a vast advocacy and health policy background, Phil has in-depth knowledge and understanding of leading data-driven, high-quality, and innovative government relations programs. Phil has worked for healthcare organizations his entire career and has a passion for patient advocacy.
He previously served as the Executive Director of the Home Care Association of America and has served in senior management positions overseeing health policy strategy and federal and state affairs for various organizations, including serving as Director of Government Relations for the Society of Thoracic Surgeons (STS), Senior Director of Government Relations of the American Academy of Audiology, and head of Federal Public Health/Scientific Affairs at the College of American Pathologists.
Among his many accomplishments, Phil successfully led the publication of an innovative home care industry report, Caring for America’s Seniors: The Value of Home Care, describing the growing needs of America’s seniors and how home care provides a variety of benefits to seniors, their families, and the health care system. In addition, Phil successfully secured a National Institutes of Health grant to fund a comparative effectiveness research study demonstrating the value of coronary artery bypass surgery in long-term patient outcomes compared to other coronary revascularization procedures and led an effort to secure an innovative Medicare National Coverage Determination mandating provider participation in a national clinical registry, which was the first of its kind recognized by both the Centers for Medicare and Medicaid Services and the U.S. Food and Drug Administration.
Phil earned his bachelor’s degree in political science from Indiana University of Pennsylvania.
